It isequally true that before 9/11, hospitals were community based and depended on communitydonations but this changed after the disaster. The hospitals were not fit to face the disaster andwhen it befell, hospitals crumbled trying to solve the situation. This did mark the beginning ofthe changes in healthcare system. After that, hospitals became eligible for significant emergencymanagement grants which assisted in creating proper response systems. In addition to that, thegovernment, in association with health organizations built public health capabilities. Thepreparedness programs in hospitals improved under the Assistant Secretary for Preparedness andResponse (ASPR) (Saruwatari, 2011). The improvement was aimed at greater alignment withother response organizations. The shared responsibilities when it comes to response, I believe isthe greatest improvement experienced in healthcare system.
